These Russian "Sticht" plates have auxiliary horns that provide a convenient place for tying off. Personally, I just use a Munter-Mule.
The horns on Version A are rather straight. The device shows rather crude workmanship.

Version B looks to be somewhat better made. The horns are curved and less obtrusive.
